This article examined how technical advisors working within Senegal’s Ministry of Health supported the implementation of health reforms over two years. It found that working closely with government teams helped improve coordination, maintain progress, and address problems as they arose. The article argues that technical support should go beyond producing reports and plans to helping governments put decisions into action. However, advisors must have clear responsibilities, respect government leadership, and plan for a smooth handover to avoid replacing government staff or creating dependence on external support.
