The Role of State and Territorial Health Agencies in Supporting and Hiring Community Health Workers

by

Authors: Rowell, Shelby MPA (C); Bartels, Anna MS, PMP

As communities in the U.S. face barriers to accessing healthcare—like distance, limited medical staff, and social challenges—community health workers (CHWs) are vital. They build trust, help clients navigate services, and empower communities to advocate for themselves. With healthcare access shrinking, public health agencies should partner with CHWs, who have a strong track record of improving health and equity. The Association of State and Territorial Health Officials (ASTHO) provides guidance for state and territorial health agencies to support and grow the CHW workforce. This includes expanding funding, offering training, and collaborating with CHWs to develop policies that reflect their needs and insights. CHWs are proven to improve health outcomes, reduce costs, and address disparities. By following ASTHO’s recommendations, public health agencies can strengthen their partnerships with CHWs and support their crucial work.
