Strengthening Community Health in Senegal: Lessons from a Ministry-led self-assessment (Senegal Policy Brief)

Who is funding community health in Senegal and is it enough? Are resources reaching frontline workers and communities effectively? What must change to build a stronger and sustainably financed primary healthcare system at the community level?

This policy brief, developed by Senegal’s Ministry of Health and Social Action with support from the Financing Alliance for Health, draws on a key consultation using the Community Health Financing Assessment (CHFA) toolkit. It offers a clear snapshot of how community health is financed today, what’s working, and where critical gaps remain. From informal CHW status to fragmented funding and limited local autonomy, the brief highlights priority areas for reform and outlines practical, actionable steps for government, partners, and funders to strengthen financing for community health.
As Senegal shapes its next national strategy, this brief serves as a timely tool to support collective action toward a more equitable, resilient, and country-led health system.
