This study explored how Community Health Workers (CHWs) in Porto Alegre, Brazil, interact with vulnerable communities in Primary Health Care (PHC). Through interviews and ethnographic research, it was found that rigid administrative routines often limit CHWs’ ability to build strong connections with the most vulnerable populations. The study identified three key responses to vulnerability—indifference, judgment, and compassion—and emphasized the importance of understanding local contexts to improve public policy implementation and expand access to services for those in need.
