This Delphi consensus study established a framework for implementing a Community Mental Health Worker (CMHW) Program within local governments, drawing on input from thirty experts. Consensus confirmed that CMHWs play a vital role in community mental health promotion. Key findings highlighted the urgent need for certified and structured training for CMHWs, deemed essential for achieving public recognition. The primary incentive identified for successful program implementation was adequate funding, with experts recommending the Department of Health bear the training costs. This research systematized the requirements for sustainable CMHW programs at the local level.
