Medicaid billing for community health worker services growing, but remains low, 2016-2020

by

Authors: Clese Erikson, Hong-Lun Tiunn, Jordan Herring, Eric Luo, Patricia Pittman

This study looks at the trends of Community Health Workers (CHWs) billing Medicaid services between 2016 and 2020. The number of CHWs billing Medicaid increased significantly, but by 2020, only 731 CHWs in 9 states were billing, with Ohio accounting for most of the billing. The total number of CHW services grew greatly, especially those provided in patients’ homes. However, there were inconsistencies in billing practices. Despite growth in CHW services, Medicaid billing remained low overall, except in Ohio. Understanding Ohio’s success could help improve access to CHWs for Medicaid beneficiaries in other states.
