This Toolkit provides gender-specific questions to guide data collection in order to precisely identify gender inequalities in health-related areas. These questions have been designed with USAID and the Automated Directive System’s (ADS) five domains in mind, which include laws, regulations, and institutional practices; cultural norms and beliefs; gender roles, responsibilities, and time used; access to and control over assets and resources; and patterns of power and decision-making. The Toolkit is intended to improve the likelihood of addressing gender equality and determinants of health in project design, implementation, and M&E.
