Shortly after the culmination of genocide, Rwanda introduced a national CHW program and has further strengthened this program in 2018. Key lessons that have emerged from this program:

- Strong overarching policy and strategic plan
- Evolving a community performance-based financing (C-PBF) system
- Heavy reliance on CHW Cooperatives is insufficient for financial stability
