Financing Alliance for Health Country Case Study: Rwanda

Financing Alliance for Health has produced a series of country case studies providing robust information on community health system profiles, taking a financing lens. Each case study includes insights on community health system context, structure and lessons on financing.

Shortly after the culmination of genocide, Rwanda introduced a national CHW program and has further strengthened this program in 2018. Key lessons that have emerged from this program:

  • Strong political commitment
  • incrementalistic implementation of the program
  • Strong overarching policy and strategic plan
  • Evolving a community performance-based financing (C-PBF) system
  • Heavy reliance on CHW Cooperatives is insufficient for financial stability
