Promotoras de salud and community health representatives along the Arizona U.S.-Mexico border collaboratively developed CHW Voluntary Certification to improve the status, credibility, compensation, and standardization of CHWs. Implementation of this program required overcoming historical resistance from the state legislature toward creation of state-wide regulations. This case study provides an overview of the steps taken by this team to overcome legislative barriers. The researchers identified CHW engagement in the legislative process as a key driver of program success.
