This policy brief examines why Community Health Workers (CHWs) in Pennsylvania often depend on short-term funding and are not fully integrated into healthcare systems. It proposes a simple county-level system for training, recognizing, and registering CHWs in Philadelphia and Chester County, which could make it easier for Medicaid programs to pay for their services. The approach aims to create more stable CHW jobs while ensuring that lived community experience remains valued and recognized.
