The mission of the New England Comparative Effectiveness Public Advisory Council (CEPAC) is to provide objective, independent guidance on how information on comparative effectiveness can best be used across
New England to improve the quality and value of health care services.
ICER has produced this evidence review and policy analysis to support CEPAC deliberations.The goals of this review are to 1) document the evolution of community health worker (CHW) programs within New England as well as nationally; 2) summarize the evidence on CHW program impact on health outcomes and costs and identify program components associated with success; 3) examine the potential budgetary
impact of implementing CHW programs; and 4) provide insights from policy experts on potential best practices in CHW implementation.
