Community Health Worker Initiatives: An Approach to Design and Measurement

The purpose of this paper was to provide a unified and comprehensive logic model of CHW initiatives supported by the Centers for Disease Control and Prevention (CDC) that can serve as a common framework for monitoring and evaluation. The logic model was developed to fully describe the levels of effort needed to effectively and sustainably engage CHWs. Current monitoring and evaluation metrics were assessed to explore the  extent to which measurement and evaluation are aligned to programmatic efforts. Results uncovered that the largest proportion of monitoring and evaluation metrics currently used correspond to the theme of “CHW intervention level”, while a smaller proportion correspond to the “health system and community organization level”, and a minimal proportion concern the “statewide infrastructure level”. These findings provide a guide to improving the design of monitoring and evaluation tools for CHW programs.
