Barriers for the Functional Implementation of Community Health Volunteers in Health Developmental Army in Debre Libanos District, Oromia, Ethiopia: A Descriptive Qualitative Study

This qualitative study addresses the barriers in implementing the health developmental army (HDA) in an effort to successfully deliver health extension programs. Through in-depth interviews, this study determined four key themes in the barriers to the functionality of HDAs: structure/supervision challenges, community-related barriers/perceptions towards HDAs, lack of multi-sectoral collaboration, and the shortage of health extension workers. The paper suggests a need to troubleshoot solutions to these barriers, to improve the implementation of Ethiopia’s national CHW programs.
