This study in Nepal looked at how the shift to local government control has affected the management and support of female community health volunteers. Interviews, group discussions, and document reviews found that local decision-making has made the system somewhat more responsive to community needs and improved accountability and participation. However, local governments still have limited funding and authority, while some decisions remain controlled at the national level. The study also found that volunteers are not always included in decisions that affect their work. Overall, stronger local government capacity, clearer roles, and greater involvement of community health volunteers are needed to improve how the program is managed.
