Community Health Financing (CHF) Assessment Toolkit

An evidence-based self-assessment tool to aid stakeholders in developing innovative & equitable financing strategies for community health. 

Overview 

The Community Health Financing (CHF) Assessment Toolkit helps policymakers, funders, and implementers identify sustainable financing pathways for community health programs. This comprehensive toolkit allows users to assess their current financing landscape, explore innovative funding mechanisms, and develop evidence-based strategies to strengthen community health systems. 

Guided by global best practices in health financing, the CHF Assessment Toolkit provides a structured framework to evaluate: 

  1. Alignment with local health needs and integration with broader health systems 
  2. Revenue raising aspects including funding sufficiency and diversification 
  3. Innovative financing opportunities tailored to the local context 

The CHF Assessment Toolkit has 3 main components: 

  1. Context Assessment – Evaluates program alignment, coverage, governance, and gender considerations 
  2. Revenue Raising Analysis – Examines current funding streams, gaps, and barriers 
  3. Innovative Financing Analysis – Explores new funding mechanisms and partnerships 

By leveraging this toolkit, stakeholders can develop innovative, contextually relevant financing strategies to build robust and sustainable community health systems – a critical step towards achieving universal health coverage (UHC).

Need for innovative ways to invest more and better in Primary Healthcare (PHC)

Community Health Workers (CHWs) are vital for primary healthcare in sub-Saharan Africa (SSA), providing essential services in remote areas. However, ensuring sustainable funding for CHWs remains a major challenge. The Financing Alliance for Health (FAH) collaborates with governments, donors, and private sectors to overcome these financial barriers.

Financing Alliance for Health hosted a webinar titled “Innovative Strategies to Sustainably Finance Primary Healthcare,” featuring expert insights from:

  • Dr. Solomon Matiko Riro, Associate Director of Health Financing at the Clinton Health Access Initiative (CHAI);
  • Dr. Elizabeth Wangia, Director of Health Financing at Kenya’s Ministry of Health; and
  • Dr. Nji Valery Che, Health Financing Technical Advisor at the Financing Alliance for Health.

These experts shared their knowledge on innovative financing mechanisms and their potential to support CHWs and primary healthcare systems in SSA.
